Ted Martens and Ken Kopecky are in the process of creating Hexels; "a new art tool based on hexagon-shaped pixels." I've no idea what the UI/UX of the actual application will be like but this gallery of examples seems pretty promising - especially if the possibility of some movement and animation could be involved.
