Is Mulholland Drive a Twin Peaks Film?

I'm never one to shy away from a fan theory. The entirety of Room 237 dissects Kubrick's The Shining to find hidden meaning and obtuse references. Are they real? Are they intentional? There's really no way to know.
Along those same lines comes this One Perfect Shot theory that Mulholland Drive is a Twin Peaks Film - meaning that both stories are set within the same world, despite not having obvious character overlap.
Given how Lynch has often stated that even he doesn't always know what his films mean, I see no reason for this to be considered invalid. Maybe the oddities of Mulholland Drive really are spirits from The Black Lodge. It's really up to you to decide.
